Thank you for your feedback. This bug will be fixed in the next update (approximately 11.2).
Earlier this month, I identified this issue whilst refactoring the code, but due to preparations for the forthcoming major update, I have not yet been able to implement the fix.

In Fairy Libra in the file !1_libra_traits.txt in the common > traits folder:

there's a redundancy conflict the 2nd tier traits of psionic efficient and psionic bureaucrat.

line 3748

leader_trait_libra_psionic_efficient_2

is instead written as

leader_trait_libra_psionic_bureaucrat_2

causing an override of the existing trait leader_trait_libra_psionic_bureaucrat_2 on line 3793.
