This provides admin permissions for the commands you have subbed to.
No need to sub to all commands, but:
If you only sub this and 2 libs, you just have admin permissions, no commands can be used. (except for the ones mentioned in the description.)
And if you don't sub to this, all commands will not be loaded.

To add admin, you can either use !add_admin or go to ems/admin commands/admins.tbl
"flag" can be "a", "afh", "kuotcg", etc.
If you are using listen server, the host will be automatically given "z" level permission.
