just adding zone_sets did it
there are no specialisation possible for districts.
A UI conflict shouldn't be causing a crash, so it's probably an error in some mod (perhaps even this one).
From my perspective 12/3 + 2 zone is ideal to balance housing and jobs

maybe 16/5 will be more fun, but this one also good.
i hope sameone make more districts in future, so we can specialize planets better
