他に入れているのはOmegaさんのNo Gain Exp Limit、他作者さんのPotentials Don't Decrease / 潜在能力が減らなくなる、です。どちらも無効化してみましたが機能しませんでした。

Unsub and resub actually fixed it. I'm beyond astonished, but so very glad that I won't mess with it no more, it works now and that's enough for me, thanks.
Make sure you have the latest version of No Gain Exp Limit by unsubscribing and subscribing again. Also, you can send your player.log in an online paste and share it.
I do, the No Exp Gain Limit, which I think is also yours, bust just that. I tried changing the configuration to something else to see if it'd work, but sadly no result. I'll try messing with the load order to see if anything interesting happens, if nothing I'll have to start over, my current character have attributes on the thousands, so with diminishing returns every increase is a monumental task.
It should be working still. Do you have other experience mods?

Music 328 skill, +700 potential = 47 platinum to train
Polearm 10 skill, +1190 potential = 12 platinum to train

For your other question, adding that feature might be difficult. I try to keep my mods simple and this one changes a single number. I will consider adding something like that in the future if more people asks for it.
The platinum coin cost for training, I would like to have a mod that lets me change what skill level it thinks I have.
I am using a mod that prevents the potential from going down when the skill ranks up, however the mod gives incentive for me to avoid using those skills until I think that I have invested absurd amounts of coin.
For this mod that you currently just made I was thinking that one aspect that I wish it would have but it probably can't have is a couple ranges.
Being able to custom set 2 ranges and finally a greater than value.
For example
1-75 treat as skill level 10
76-200 treat as skill level 35
Greater than 200 treat as skill level 60
