Not sure (google giving me conflicting answers) if npcs actually use charges in med kits, but im seeing a lot of prisoners be left to bleed to death by guards in their cages and wonder if thats from this.

Words of encouragement! I dig the direction.
One of the first mods I ever did had to do with ye olde first aid kits, ive got more that induce measured scarcity as well.
