@tac, I tried this, but there is something weird with the Foetor Lair that causes the game to crash if I try to spawn the bosses there. Keeping it exclusive to the Tundra is not just thematic, but it is better than just "randomly" having to exclude the Foetor.
Correct me if I'm wrong, but couldn't you make it so it only guarantees lair spawns in the tundra? We have stagecoach items and quirks that work based on region, so maybe there's logic there to look at?
