5. At early levels this attack is not usable. I might suggest to either attack one target or make it have a bit higher early level dmg/
6.Say you opt to have the mark, cry of drowned, stress heal, one attacking move, you basically are forced to pick one of the two.
And since the front row attacks either get you stuck on 1 or 2, moving yourself around it basically just gonna put this character into dancing teams, who fundamentally are not the best compatible with mark teams. (Grave Digger, Highwayman, Man-At-Arms while they have attacks that use mark, once they use that a moving atk they are usually out of position for their mark attacks).
However I can relatively accept for it to have a chance to move since it can have counterplay.
1. Would still suggest you make a new attack that uses mark liked Bounty Hunter's: Collect Bounty.
2. Rather than being jack o trades i think your character better do one thing good. Either a support that can mark and shuffle or a dmg dealer with marks. Idk what you will do with the numbers but it is best to do one or 2 things good. I am still partly of the idea to buff this skill with the stealth from the mark.
3. No comment.
4. Think of it as Flaggelant stress. Since most items have a stress debuff it will be detrimental to use this stress heal (especially in stygian/bloodmoon). It needs to offer something more since to my knownledge your character doesn't has custom afflictions that buff in some way.
4. Uncertain Breath: I think I'll leave that one since improving buffs or debuffs too much can break the character. I'll leave it as an emergency for those who want to lower a hero's stress.
5. Cry of the Drowned: It's low, but I programmed it to increase both the marked and the attack level at level 5. It should deal -60% damage and 30% mark hit.
6. Accusing Cry: I can increase the debuff, but I'll keep the one that moves since it works for me, although it does move. What I could do is reduce the percentage so that it moves to 50% chance.
1. "Drowned Bite" and "Port Devourer" — I made them separate because I ran out of ideas at the time. If you suggest a new ability that I really like, I’ll merge them into one.
2. "Withered Love's Cry" — I originally thought of it as a shared ability with Squigly, which is why it causes so many debuffs. Honestly, I wanted it to be a luck-based skill where the enemy suffers from only one of four status effects. Unfortunately, I didn’t know how to program it properly, and there aren't many references for that (I found a dice-based one, but the number of files and probabilities was overwhelming and difficult to manage). I might increase the chance for each effect a bit.
Scream of the drowned dmg is WAYYY too low. You could keep it as is, but massively buff dmg vs Marked like 70% along with a little bit of crit.
As for what you can put in the place of the remaining slot taken by combining the first 2 skills, well some attack that uses Mark for the front row.
If anyone wants to offer new ideas for the last attack or debate over the numbers, I am just message here.

Cry of withered love is... partically useless currently. Even if it was 50% chance it would still be bad.
Would suggest to increase the chances (like 70% and increased it by 5% each rank up and make it only stun and shuffle so equipping stun or movement chance trinkets will do the trick.
Or since the mark makes you stealthy you can increase the chances more if you are stealthed. 20% sounds good (since crying when no one is seeing you can be more surprising and disorienting).
Squigly is surprisingly good and unique. Maybe just nerf the debuff chance at the earlier stages, since it hits all enemies and it is good to keep.
Uncertain respite could do with something more, maybe a buff of sorts to the target (SPD, -stress% etc.)
Ok tried this mod, the model is a treat to have, but unfortunately they are major issues regarding her moveset, who does not have synergy or make sense.
Listing here some of those problems and possible suggestions:
Accusatory cry shuffles her out of position resulting in her attacks that they are are never guaranteed to hit since you will get out of position, just remove that.After that the dmg debuff is really small, maybe add a flat ACC debuff on the enemy. The first 2 levels will have -10, 3 and 4 at -15 and 5 6 at -20.
Anchored Bite and Port Devourer they could just be a single skill and attack from the first two rows and target the first 2 rows. Also since Captain Harbour doesn't have a lot of hp, you could make the healing flat (starting from 4 hp and increasing by one with each level.
