I didn't use any existing software, just created 3 simple scripts in Python:
1 - To calculate normal map and render hillshade image in grayscale as 32 bit TIFF.
2 - To apply color gradient to the height map, and render elevation-only image.
3 - To combine 1 and 2 by simple multiplication, and save resulting image as DDS file.

I may polish this software and upload somewhere later.
