a tech overhaul mod
i used somehow changed all ideas its called MTG Naval Overhaul idk why but thats what caused the bug most likely

i think it might be on eof the mechanic expanded mods i have on

well maybe i just need too uninstall a few mods and see if it fixes it lol

Nevermind my previous comment, it was an incompatibility w/ Reichspakt+ due to changing some focus tree tooltips for Germany. They've since fixed it and were quite nice.

Most, if not all, of the mutual exclusives remain even though I have this mod at the bottom of my playlist.

Honestly @Arc is right, without the exclusivity it does kind of break balance. But for some like the Air aces I thinks this offers an improvement. Also unlocking all generals at the start and blocking promotion of officers I don't want to be. All in all @Arc has a good point, and Zen needs chill the f**k out.
