Execute user.cfg After Load

Actually, the issue is more about CVars, or stuff you set in the console in-game. This gives you more control over the game, but does not save to disk. The fix for this is to make a user.cfg in the root of the game install, which automatically executes when the game launches. Problem is-- it executes once.

When you load a level, some CVars are set to default values, so user.cfg wasn't cutting it. This just re-executes user.cfg after the level loads to ensure those CVars stick.

Sorry for not making that super clear in the description. This is a modder's utility and expects more customization on the user's part than just installing workshop mods. It's been around on Nexus and I just threw it on here.

Well I did notice settings wren't sticking when I changed some ingame settings, mostly in the Advanced Graphics Settings tab. Usually I restarted the game then. The mod is a nice idea, but when you've more or less dialed in your settings, just restarting the game is easy enough imho.

If I'm otherwise misinformed about this, please correct me. :)
