I don't recommend using notepad or txt to edit files, which can easily mess up the encoding format.

There is also no format checking, and if you accidentally enter an extra comma or quotation mark, it will not be displayed.

So heads up to people like me when in note pad got to file after editing and save the file....

I changed all supply to 25. is there a way to enter it into effect or is just changing those numbers gonna do it i just got note pad to edit.

there is already a vanilla mod for more cia people anyways

I always play the game with the IOV mod loaded.

The reason I choose Rangers or CIA factions is specifically to use IOV's equipment, so I won't create standalone mods independent of IOV.

However, I can write a post teaching you how to directly modify official game files to achieve the same effects, avoiding the need to use mods.（tomorrow）

Don't suppose you could make this a stand alone mod?
