It was because vnr was temporarily hidden and I did not load it due to that ^^

One thing I remember back in the back when paradox transition to new mod format for eu4/stellaris is that leaving random zip files inside mod folder could also cause some issues (since it thinks it is a mod, as old mod format is zip files). I forgot what issues though.
Random map files that you left in document/hoi4 folder also could cause infinite loading.
backup your loading order profile (use irony mod manager) and save games then delete whole hoi4 folder inside document folder should fix both problem

well, i finallly got the mod to work.
it was preciseley none of the things you suggested that went wrong. but at least it works now

delete folder one by one until it no longer infinite load. Mod developers cannot fix if they cannot test the bug themsleves

i have tried everything including replacing the localization files with the other ones in the mod files. there are no other options left other than to assume that the problem can only fixed by the mod develloper at this point.

00_EQS_vnr_naval, 00_CHN_vnr_naval, 00_LCT_vnr_naval are missing from the history>units folder and cause these three to not have their navies on start.

i have been trying for hours to uninstall and reinstall mods in multiple different ways.

1. deleted mod from files frist and tried reinstalling
2. normal reinstalling
3. file validation

it still dosent work

Try manually delete mods and resub. Stuck in loading usually indicates bad localization files

idk why this mod is doing it, but i know it breaks everything because its the only mod that makes loading get stuck. its also the only mod that does literrarley anything with naval so that further isolates the problem to this mod

it crashes on load rather than stuck at loading before. Make sure youidon't have other mods when bug report or it it is useless. Also start a new save in case your save corrupted.

Fix explanation:

I played the mod yesterday right during base vnr updated, so I stucked in old version which works fine. The new version rebalance air, one of the methods is by replacing whole airframe file too, and eaw crash cuz it couldn't find the airframe it added.

By uno reverse card replacing vnr's file back with eaw's file, it solved the crash in new update

Me dumb didn't realise this for a whole hour lmao

ALSO put any mod that edit air design below any vnr mod. Which include improved air designer.

Sorry to bother you again, SSD. Any chance you could up the Dockyard limit for Capitals? Other mods that do this seem to work well enough for screens, but Capitals remain at their stoical 10 Dockyard limit.

It appears one of the techs is set to the wrong year. I don't have the game open now, so I might be using the wrong word, but radio controlled projectiles (the one on the bottom left of the Cruiser section) says it's 9000 days ahead of time, which probably means its research date is still set to the vanilla timeline

someone who played hippo many time suggested balance. He has already recommended to add more submarine to match other navy. Equestria should have biggest navy though

VNR use a special system to replace starting navy, unlike tank designer and air designer counterpart, which allow it to continue working without updates.

@SolidSpaceDisk do your patches work with the most recent update? I saw in the patch notes that there may have been some map edits, and I don't know enough to know if that can cause problems if there are country specific things in a mod.
