1. That's a bug with the game and not something I can change, it has to do with sailors being the fallback if you do not own a DLC that gives marines, but the game thinks the DLC is not enabled so it gives both sailors and marines.

2. That was mistake on my part and I've changed that in the latest version, and even changed studying to scale off of force-limit instead of give a flat +0.01
