I have the mod installed on my own system with DG and haven't had any significant issues. The only known conflict is if you have other mods that reverse, or otherwise mess with, vampire feeding and power progression.
One other thing I've noticed myself (after much playing) is that once in a while, vampire progression will continue to stage 4, even with the ring equipped. Feeding (and going back to stage 1) seems to fix this without further issue. However, you may wish to have a stage 4 vampire while wearing the ring, as this will give maximum benefits, while eliminating the significant vulnerability to fire.
As always, keep pre-mod saves so you can un-install the mod and back out if something does go wrong. But this mod has been out for a while now and everything that can go wrong should be known by this point.
There's no real fix for the issue right now other than to remove the ring and reload the game. If you are using mods that suddenly change or reverse how vamp progression works, then I would recommend not using this ring.
If you do want to continue using both mods, then I suggest that you do *not* feed or use items that manipulate vamp progression while wearing the ring (or have the enchantment otherwise active). Doing so frees up the vamp progression "lock", allowing other mods to change it, and then put the ring back on to "re-lock" progression.
I read over the perk list, and it doesn't look like anything will conflict. However, I wasn't able to open the mod in the creation kit to verify this (the creation kit reported null pointers and empty string lists whenever I tried to open the mod, and caused the kit to crash).
So far, the worst conflict I've had reported on the comments has been fixed by reloading, so I wouldn't expect you would encounter anything more dire than that. As with anything that may cause issues, keep a hard save prior to installing this mod, and report any issues you have so I can work to fix them, keeping in mind that if another mod expects those debuff enchantments (fire weakness, sun weakness) to be present, there's not much I'll be able to do.
@Everyone else,
Does anyone else have both sOy's vampire lord perks and this mod installed? Have you experienced any issues?
<TECHIE DETAILS>
Problems arise when other mods cause vamp progression to change suddenly up or down outside of the way the base game scripts handle it. It's a strange issue, because parts of the game will check for a special 'vampire' flag to see if you are a vampire, and sometimes it checks for the weaknesses themselves, most notably when the function for advancing vampire progression is called.
So, let's say you have a mod that has a script that checks for weakness (e.g. by copy/pasting the core game scripts and changing things slightly to advance progression instead of resetting it). This script will not trigger, or do unpredictable things, because this mod's enchantment has removed the weakness the other mod was relying on to function properly

If all the mod's perks do is mitigate sun damage, there won't be a problem. Do you have a list of what the mod's perks are, or a link to the mod so I can check?
@newbproject, no, the effect is not permanent. When you remove the ring, the weaknesses come back, and you will be set to stage one of the vamp progression.
Thanks.
