So how is this balanced for (the future) multiplayer if any player can just adjust the settings via mod menu. Can we have a sandbox version for only admins to adjust it?

Min/Max is for fuel(gasoline) capacity.
a small idea
i'm sure lua allows you to find out which car is closest to the player, if the car is near the player's spawn, then give the keys to it.
