Admittedly not sure if this is remotely possible but I’d love a script or other modification that turns friendly npcs into relentless killing machines of death kinda like some of the l4d bot mods where they are far more effective than the player would be hilarious

it works with rebels but some npcs with dialogue or waiting animations dont spawn with immortality

You should make a version that only allows named characters to be immortal. Not even sure if extracting the folder into "Half-Life 2\hl2_complete\custom\custom\cfg\" and removing "wait 5; ent_fire npc_citizen setdamagefilter unkillable" makes it work as intended.
