You literally gave a good reason to reupload the person's work: they are not active anymore and cannot be contacted. The Workshop is a good place to preserve inactive users' work and make all of that content more accessible to everyone.
I understand where you're coming from, and I certainly wouldn't like to see *recent* content being reuploaded by strangers, but this is a special case. We can't be too harsh about this.

While I understand the original author is very much not contactable, as none of their usernames seem to exist on steam anymore + every single account tied to their usernames has been inactive for years, it's still kinda a dick move to just reupload someone else's work without permission without there being a good reason for it.
