If the option to refuse is added, the decision would make no sense because why would anyone accept their vassal becoming independent without any cost? Both the AI and the player would always choose "No," which is the most logical option. The idea of not having a way to refuse is to balance the game and penalize players who expand too quickly through conquests, without worrying about the culture and religion of the regions they conquer, since that’s one of the requirements.

Could just move it up towards an Alliance with improved opinion, eg negative (your liege gets assurance you don't get anything), ( >0 , 2 way ), 60+ Alliance.
