修复了4.0.15补丁导致的4级和8级事件特质无法生效的问题

弑君者新增的8级特质机制，会检测与之交战的每艘舰船血量，如果你发现有卡顿现象请及时反馈

4.0已更新，因为p社更新了新的检测代码，原有的has_skill和has_level已无法使用，改为has_base_skill。

同时领袖系统进行了更改，现在每升2级才会获得1点特质，所以弑君者在1级时会获得1点自由特质点。

4级可以获得一个新特质：与敌人开始交战时可以让敌人获得一个-50%追踪的持续180天的debuff
8级可以获得一个新特质：与敌人开始交战时立即对敌人造成该敌人40%最大生命值的真实伤害

@3029386745 招募的时候有一个随机特质其实本来就是bug只是我一直没有解决，如果你想改回去，可以去本地文件：common\scripted_effects\ark_leader_shijunzhe_effects 里面，把随机特质那一项删掉，我有写注释。不过本地改记得另建备份，如果我更新了mod会覆盖掉。

作者大大能不能修复回来啊，用惯了这个mod前期不能刷特质，真感觉不舒服

修复了一些小问题，已通过3.99版本测试，到时候直接玩就可以， 如果我睡过头了还没改版本号也不影响

The issue with the dialogue is because I haven't yet adapted the English localization, so it displays code. I'll take some time later to translate it using AI.
Additionally, this mod doesn't have a resurrection mechanism, so if a leader dies unexpectedly, she is permanently lost. I plan to add resurrection later, but since the game is about to undergo a major update, it might be some time before the mod is updated.

works... but the dialongs are bugged with "arknight_blablabla_description_01" / "arknights_blablablabla_description_02"... etc. And so, a last option is "add this leader to the pool". Then, you this leader can join your empire. But what happened then? This weak ahh mf died a year later and, if you want to return him/her back to the pool with a edict, the edict DOESN'T WORK, and worse yet, the edict CAN NOT BE CANCELED UNTIL 4999 date. So yeah, "works" but doesn't works. I really hope you can fix this! This is a really nice mod!
