Played up to the first Lucky Luciano phase, but then I wasn't able to move any of the mobster tiles or cop district tiles.

Not sure if I'm missing it, but for the Solo game, I can't seem to find Jo's book tokens.

The port tiles only matter during setup, which is automated.
