Yeah it should be pretty straight forward and similar to this mod.
What does the beloved trait do again?

I wonder whether you can make a mod to decrease the chance of councilors of having the beloved trait. The AI may not have be able to recruit many martyrs now, but they recruiting councilors with the beloved trait and almost all of AI councilors have that trait.

Only if they have the Martyr skill.
The alien supporters seemed to mostly have this skill so what this mod does is make it 5x LESS likely for the Marty skill to appear on councilors

but if you when around killing alien worshipers then you would become ostracised by the world
