If other characters see the player without clothes, but the player has clothes and other things, then there is a problem with the server or some kind of unsynchronization. If the player appears without things, then you need to look at the modification config.
Also pay attention to the setting useDefaultFactionIfPlayerHasNoFaction, perhaps the player is not prescribed in the faction and useDefaultFactionIfPlayerHasNoFaction=0. In this case the default spawn will be used, which is defined in the init.c file of the mission

1. Check that the Admins.json file is correct. Also check if your steamId is correct, it should be a string.
