Updated to 1.6, and an update to agent level generation, weighed more toward player level

At first, as R0, you will only be able to contact or hack R1 persons. It may take awhile for one to show up, or it may happen immediately. I'm thinking about an update to weigh it towards levels nearer to whatever you are to make that easier; right now it is random.

Hacking itself requires solving some logic puzzles ... or if you turn on simple hacking, entering 1.

Is new game only needed for factions to be spawned? Because Vanilla Expanded has faction discovery if I recall correctly.
