Why not to add to merchant stock? I mean i definetely can do as you said, but if im wanna play as merchant and roleplay the guy, who sells his food to dirty peasants... its very difficult to up level without start skill or risk everything to find tool in chest. Its obviously easier to steal one from local tavern (not implemented ingame) or buy it.

@DD RUbin you can find them as random loot in chests, or just get your weapon smithing to level 10 to make one yourself.

Where I can buy Cooking tools? I made in 10+ settlements and still 0 traders offer it. Toolmakers, weapon makers, smelters, armoursmith, carpenters and leather makers. No coocking tool at all.

If you're missing any of the recipes that are shown unlocked on the list for the new items, you can open the console with the ~ key and type
"recipe sfts_recipe_name"
like sfts_blackberry_glaze

If you ever notice a recipe is missing, or a skill level/milestone is not granting the right recipe, there's some bug with the game itself where it overwrites the mods instructions with the base game stuff, but in a completely illogical way.
