I couldn't get it to work with the Github version I don't know why I've been tinkering around for an hour and can't find a solution. Only thing I can say right now is to open my mods file (It will be called WTWSMSBanners found in documents --> paradox_interactive --> CK2 --> mod and drag all the files from there and replace the files in WTWSMS

As for your question I made it for the steam version but generally it should work for both in theory.

Hi, is this made for the Github version of WTWSMS, or the steam one?
because i use the "lastest version" the github one, and the banners dont work there, but other wtwsms submods like better looking garbs do
