It is nonsense behavior with the current game balance, being in debt is still bad because you are racing towards default if you hit the debt limit. On Laissez-Faire you can pay less interest and not have your income crater from debt, even though it should be worse because that money is owed to private investors.

@BelgianWaffles That's exactly why government debt decreases government dividends. No interest is payed on government debt since it would just go straight back into the treasury.

Command economies, for example, incur no interest on their debts since there are no privately owned building to pay the interest to. The dividends decrease is the only penalty they receive from going into debt.

@Tanobi I've tried looking into this briefly but couldn't find much. Either way, if gov. dividends receive a penalty for being in debt that makes no sense. The increased interest payment is the penalty for having debt. I've just started installing hotfix mods like this and its made me realize this game was not the most well thought out lmao
