Nvm, managed to figure out what was going on; a different mod had made changes to those 3 buildings without actually saying so and it must have been loading after

I'm not sure why but for some reason the game is no longer registering this mod? I've got it enabled but its not applying the modifications to the admin buildings, their still showing as being their base values. Is there a specific order the mod must be loaded in to apply?
