I'll just assume that it's impossible, but could it be that the badges only show up after getting the corresponding achievement? Also, a badge with the scouts emblem feels to be missing.

I like how you have the "required" and "nonrequired" badges as well. Nice touch.
For those that don't understand what I mean, in Boy Scouts, a silver ringed badge is required for the rank of Eagle while the yellowish green ones are not required.
