If the Galactic Community hasn’t passed the environmental resolutions, the only way to remove a Sanctuary World inside your borders is to colonise it.
Was this something you could do previously?
I am playing as gestalt machines with Exploration Protocols, which, it does seem appropriate that they would have the option to designate Sanctuary Worlds.
The 3.13 update to this mod will also add an extra check so that Relentless Industrialists and the new Planetshapers cannot use the decision even when the Galactic Community resolution is passed.
