75% enemy battle reinforcement time is too weak and it will make certain scenarios impossible where they would be hard but interesting if you had lightning strike.

If you attack an army in ambush mode, you always fight 1 army, even if the ambush fails. With this knowledge, Lightning Strike is simply useless, not too strong.
