i can form other civilization in the Southern Victory - The Great War scenarios just not Golden Circle. and i allso did the diplomacy menu and click on my self and it still no decision to form it.

@Red99 When you open the diplomacy menu, click on yourself, press the "Form Golden Circle decision", and click the top of the screen where it says Form Golden Circle.
