Yep, the "Political Absolutism" reform won't stick. It deducts the cost, but doesn't turn up. You may want to take a look at the other reforms too, because while their names are visible, from Tier 3 onwards they don't have the picture frame on. I also have an "Ulema Guidance" option in Tier 4 when I have no muslims in my country. :)

@onexxx28: I was having trouble because the final reform for absolutism was not working. Will take another look and report back.

Note that casus bellis, including for current wars, will have disappeared at the restart of your game, but will come back.

Are there supposed to be missions for 1356? I just see only 1444 for all the recommended nations like England, France, Ottomans, etc

Thank you for this updated version! I have two suggestions and a question.

Question: Is the Western Schism represented in the mod?

Suggestion 1: The culture of province Värmland in Sweden should be changed to geatish. The populace is speaking a geatish dialect and the province was administrated as a part of "Götaland" (Geatland) until 1815.

Suggestion 2: Greenland should be an existing norse catholic nation. In 1356 it still had a catholic bishop on the island and the western settlement was likely abandoned around 1360 whilst the eastern settlements probably survived until the 1450s.
The downfall of the nation could be represented by pulsating semi-random events that removes development and decolonizes the provinces if the development gets to low, which can be stopped by decisions that ensure European trade (that costs money). Alternatively, you could escape to Canada/Vinland…

There is another issue I found. Trebizond is empire-rank but has greek as an accepted culture. This causes them to permanently have 1 culture slot occupied that they can't unless they culture swap. Greek should be removed as an accepted culture since they have a cultural union anyway.

Can confirm this is the issue as I tested an edit of the mod with the lines of code added and the HRE election mechanics return to normal.

In addition to this, the 4 monarchy reforms that also prevent Emperorship are missing the line of code "is_eligible_for_hre_emperor = no " in their effects, the 4 monarchy reforms are the Stadhouder Monarchy (stadthalter_monarchy_reform in the code); States General (states_general_reform in the code); Revolutionary Empire (revolutionary_empire_reform in the code); and Livonian States General (livonian_naval_monarchy in the code).

Pretty sure i have found the issue with the HRE dismantling due to no one being eligible, essentially, in the file "01_government_reforms_monarchies.txt" which is in common/government_reforms is missing the line of code "is_eligible_for_hre_emperor = yes" in the monarchy mechanics section which ends up resulting in no country being eligible for HRE emperorship.
