Mods that add cultures will always have an impacts on performance, in this case, the best I can say is that the performance hit depends on the game situation.
On ottoman run, for example, I had cultural exclusion for like 30 years, then multiculturalism for the rest. With maximum level schools.
None of pops - greeks, serbians, romanians ever assimilated into anything else under turkish rule, only converted.
I tried something more drastic, Capturing around 10mil russian pops as japanese to see if anything would happen. In 50 years - nothing. Cultural exclusion, max schools, no radicalism.
And I know that the mod is on and working, since I can see SOME miniscule amount of pops around the world with "assimilated" trait, but they are like...900k total, all of them combined, in the whole world, by 1900s.
