Pyro is a weird case as his (or hers) nature is mysterious. the glove is goofy like the tin pot, but it's still grounded in TF2.
out of the three, the Magistrate's Mullet isn't that goofy, it is just a traditional powdered wig on a fancy and classy character.

I get it, I know it references his UK origin. What I'm trying to say is "Why would he wear this?" "Why would the demoman, a drunk Scottish demolitions expert (who is also a knight) wear a well-dressed pug backpack-thing?"

with the Ushanka and other (mostly older ones) it's fairly obvious why they're wearing them. this doesn't really do that.

In his defense, the dogbreed is also called the English Bulldog, and I reckon this entire misc item is more a representation of stereotypical English culture (bowler hats, monocles and whatnot) while (as you've said) the Demoman is Scottish and usually associated with that respective culture, such as golf, kilts, bagpipes etc.
with that being said, geographically accurate representation isn't always a top priority in TF2: the Medic is/was (originally) from Stuttgart and is typically given Bavarian/Austrian cosmetics.

if u cant make connection that bulldog is a uk breed, and demoman is scotsman, then i think its ur problem buddy

take the Officer's Ushanka for example. Heavy is Russian, In Ruassia people wear Ushankas. simple as that.

@Kingkrool94 here's my suggestion: Demoman is from Scotland -> he's from the UK -> Winston Churchill and the Bulldog (alongside monocles and bowler hats) are both typically associated with the UK.

So essentially, this is a pastiche of cultural references to the UK.
