Great Mod! Been looking for something like this for a while. Only one suggestion could you possibly make Abandon the Fleet available for Germany? perhaps only for a Prussian formed Germany by making it available only for Brandenburg and Prussian culture Nations?

1) No, I just removed the requirement for a naval FL to select the doctrine, so if you have no navy, it doesn't cost anything.

2) I could change it to that, yes.

Anyway, any suggestions for other doctrines?

two things:
1. did you remove the cost for selecting a naval doctrine?
2. the brandenburg one is a bit overpowered tbh. sailors are never an issue even for maritime nations, and 15% manpower is incredibly powerful. maybe have it give trade power instead of manpower? prussia/brandenburg basically didn't have a navy for military purposes, only for trade

other than that, good mod. i like it

This might be helpful for Naples. If it can be justified historically the combat on owned coast might be a good idea due to often controlling Sicily and the strait and being vulnerable to invasion by Ottomans.

War canoes for Songhai.

Under Sonni Ali, the Songhai possessed a major river-based navy of over 400 war canoes, which was used as his method of conquest. Rivers in general were used for transport, trade, and warfare all throughout the Nygeir River in West Africa, like roads.

It isn't any weaker than Venice's I suppose but I do think theirs sucks also personally. Isn't really enough of a bonus to not just pick the generic galley combat ability IMO. Naval leader fire as you have given it is good though.

Maybe the Genoese ability should just be number of cannons in general like the Venetian equivalent in vanilla?
