There should only be one file named "tlou bloater" in the package.
Try the following:
a) Delete and redownload the mod
b) Check if you have any other tlou mod installed
c) Check if you've accidentally copied the tlou bloater file to your \SteamLibrary\steamapps\common\UEBS2\UEBS2_Data\StreamingAssets\ModCharacterTest, if so, move/rename/delete it.

Have you put 2 in with the same name? I get mod name conflict errors for TLOU bloater
