Turtle Island doesn't have North American Natives as accepted culture because it keeps the culture from the founding nation and Indian Territory only starts with Cherokee and Siouan and doesn't have North American Natives.

It says universities give education access but i cant find any evidence that they do.

The values are modified in the mod for balance purposes, but remember that the private sector's reinvestment is still heavily dependent on how you the player play the game.

Also for the crashes, it was a Paradox-made thing which they fixed in 1.9.7

I think the private sector might be bugged it doesn't seem to be contributing like it does in Vanilla when on Laissez Faire but maybe im high
