well they should be included in the download. Not sure why it is broken though. You are missing all the textures on the custom models. Hmmn.

Normally the boxes should spawn. BUT don't forget this map is made for a hunger games SERVER

in console type mp_weapons_allow_map_placed 1 for the boxes to spawn weps :)
