Snatcher's tip for the death wish somewhat gives the answer for how to complete it, but it is not super clear still LOL
Basically, every box needs to be below the height of the Seal Ruler you can summon, which is about 3 boxes tall (at ground level). If there are any above that including floating boxes or ones on top of the shack, the timepiece will not spawn until they are cleared
