If the rope touches the ground at any point it will be destroyed. If you don't have enough materials the rope might not be created. Also the rope might not be created if there are materials angle-conflicting with it same as you cant drag a few struts from the same node too close to each other. Other mods which change material parameters may conflict with the grappling harpoon. Ideal usecase is when theres no materials between the two nodes connected, no terrain around the rope, no mods which may change material properties, when you have enough materials and the distance between the targets is not too large or small

i dont do anything to them i just fire and the rope ethier doesnt appear or it last for less then a second

are the ropes on the grappling hook only meant to last for under a second?
