Does it work with gun runners arsenal (britas)?

It's a rebalance of the current weapons in the game, to give more variety and make some guns easier to use with lower skills, and some better to use when you are higher. If you follow the link to original mod in the description, it gives a more in-depth answer about what it changes. We are currently looking into modifying some of the changes in the future though

so what does this mod? You can level up weapons or? I dont understand
