It's a generic hat, making it fit perfectly as an all-class cosmetic because it doesn't have to be tailored to any specific class and isn't tailored toward any specific class, while still being able to fit reasonable well on any given class. At most it might not fit with spy because the red is rather bright for his more toned down suit and tie, but at the same time the hat can be painted to fit him, and it'd also be a bit silly to give it to every class except him.
