I personally, however, as much fun as the special edition would be, know that I can't get it to work on my setup. So until/unless I can get a new rig, I'll be on the Skyrim 1.9. You haven't lost a follower yet s7o!

thing is that meanwhile (fo4) the scripting engine is a new version, so if they update the new skyrim edition with the new scripting engine, no old mods might properly run at all (which again makes it rather doubtable they'd do that, since that'd affect all of beth's own scripts just the same)
(if it's "acquire" although you have the nails, you might have run into a known issue that can occur in a script that runs when you add the nails on heavily modded games (final fix pending, previous approaches did improve it some, but not entirely clear it out) - if it's that, the easiest version would be i'd tell you how to get past this by console (quest's pretty much complete after that), there's other options too, but they're more complicated :-)

and reinstalling won't work on the same save. there _is_no_ uninstalling mods with running scripts, they _stay_in_your_save_. it says so in every faq there ever is ------ ah yes i forget...

...and just saw i got a newer version than the released one ready anyway, gonna update in a couple minutes (fixes quite a couple of things, can't totally remember what exactly though, been busy playing fallout meanwhile :-)
also, i can't tell if all "super-winterhold" type mods are compatible with this, esp. such that make changes to the existing jarls or the jarl's mansion or rename winterhold exterior cells.
...if all else fails anyway, typing "setstage s7oSTS01questQ01smackTheSmith 200" should get you past this

(and there's another update coming up soon anyway, but not sure if that'll fix this, since i couldn't yet really find out what causes it in the first place)
...anyway, even if the jarl didn't talk you up at that point (you DID get the "he's a smith..." dialogue scene, right?), you should've been able to talk to him yourself to proceed
oh yeah, i just typed in the codes to get to the next stage. everything is working now. there was just that problem at the start of the quest.
to check if quest (and controller quest) are up and running and at the right stage (quest only):
"sqv s7oSTS01questSmackTheSmith" and
"sqv s7oSTS01questSmackMaster"
edit: ...ah yes and you'd get 5000 gold from the jarl to buy the materials needed to restore the smithy. feel free to "Player.AddItem f 5000" to compensate for this ,-)
gotta see what i can do anyway though since i'll be resripting that nails-counting part (not that i saw anything wrong with it, but just in case, since issues have repeatedly been reported with this (many due to "reinstallation" though))
for now, best i could do for your current game would be tell you how to try to proceed the quest by console, let me know if you want so & i'll look up the according stage etc
except if you "uninstalled" and reinstalled the mod on the same save, which can cause this (the dialogue is set to run once only, if it already did in your game, it won't again) as well as that notorious issue with the crafted nails not counted (which likely has another cause too though) - if so, pls let me know so i don't have to go bug hunting where there are none, else this'll have to go to my fix list
@ chiricahua: kind of figured out an alternative scripting approach for that whole part, gonna update asap (& sure hope then it'll finally be done with that die hard b*** of an issue...)
if this doesn't help: did you "uninstall" and reinstall the mod on the same save game? this usually causes this issue (and others), also if you frequently "uninstalled" and reinstalled other mods, this is prone to cause stack overflows from script remainders from removed mods in your save (for ALL mods, not only this one) - see previous comments (also on how to check your save yourself)
other than this, i've checked through the mod about a thousand times and don't see anything left in there hat could potentially cause stg like this that i haven't cleared out already, so good old *save corrupted by "uninstalling" mods* would be my best bet here for now...
