íts not your nodegraph but some nodes are higher than there should be id suggest to look at it with
nodegraph editor

It's either there is a good portion of nodes that are underground, or RAIDS is to blame, not sure
Using it there's a lot of NPCs that spawn in the pocket below the playable area (but plenty spawn on the ground as they should)
