It is compatible with the IGE, as they are both affecting very distinct parts of the game's code. In fact, this mod is compatible with any other mod that doesn't alter buildings' Production costs.
I've already made a pretty stupid mod that makes all units being trained in 1 turn and makes great people trainable (it's buggy though), but I didn't make it public because I forgot I published it on Steam. Since you can train Great Engineers in one turn, you can basically build most buildings in one turn as well. I could still make a mod targeting only buildings.
I'll make the mod public for people who want to try it.
For the AI as well.
I've been poking around the game's XML for a while after reading this comment, and it seems the only way to achieve what you want would be to create a mod that doubles the cost of Wonders and use it at the same time as this one. However, compared to buildings, I can't say to the game "double the cost of all Wonders", so creating this mod would be very long and it would make it incompatible with modded Wonders. I can still do it, I just wanted you to be aware that it will take some time
