There's already a lot of sneaker cosmetics in the game & workshop that offer totally fine shoe options, so something that's intended to be intentionally mangy and very well-worn is a totally fine option to offer.
It also fits when you think about the fact that all the mercs in TF2 are literally using whatever they can to fight, instead of being a well-funded & well-outfitted militia, so seeing Scout running around in gross ratstompers would totally fit that aesthetic.
