Stayed at -1 until the citizens rebelled. Recapturing the city fixed the issue.

@Mat2 that's interesting, could you tell me what happened after that screenshot? Did it drop to -2 turns, stay at -1, fix itself, or something else? I don't really have any idea why it could be happening, I'll give my code another look but up until now I haven't noticed any issues.

@Caramel the Chaldea mod has a NP mechanic but it's Lord Camelot so it's purely defensive.

That's cool! One thing tho, is castle Camelot a building that can be built in many cities?

I wonder if its possible to make Noble phantasm usable in Civ... something like ranged attack like artillery does only doable by a knight EX-CARIBAAAAA!

They shouldn't, no tiles should be different from the base game unless something's gone wrong.
