This question has been discussed in detail here this update is updated until July 27th all transfers after that are missing.

does this have all the new transfers from up until the window closed?

I'm not sure yet whether I will release updates for Football Manager 2023, we will continue with Football Manager 2024, but we will also get our own official website.
If we release a new update we will adjust this.

Did you do the first Serbian Leauge?

in the portuguese relegations / promotions there are some teams that are not correct . in liga3 B.SAD no longer exits .and in Campeonato de Portugal are a few teams that arent correct in promotions /relegations .and in 2liga the simbol of AVS is not correct .but in the rest great work .Congratulations.

No transfers are missing at all, this update V9.0.0 is from July 25, when Ziyech did not play in the Turkish league at all, maybe read carefully next time.

there are lots of missing players in turkish league. for example icardi tete kerem demirbay ziyech..
