@kwadri because steam as a gas only converts into water in the game at certain temperatures. This will absorb steam no matter what the environment and produce water.
I do not agree with it being polluted really, but it isn't much of an issue to input in purifying systems.

游戏里没有湿度这个概念，但是有低于100摄氏度的蒸汽......这个建筑应运而生，虽然，它可能，更多的用在蒸汽机上
