the settlement is located in south west lustria near a slaanesh, norsca and khorne faction. owned by the norsca faction.
Use the 3.1.4c back-up.
That mod is structured in such a way that it includes files that it both shouldn't and doesn't need to. (The less charitable view is that it steals content from other mods, including this one). So the fact that it doesn't work is, in my opinion, a very good thing.

If the Nippon mod is enabled, then I get a message at startup saying, "The following mods cause a crash to the Database: !cr_immortal_empires_expanded.pack" ("_v_3_1_4c" if the backup is enabled instead) then the game shuts off.
But what can i do about my MP campaign with my friend?
Also whats going to happen when the crash itself gets fixed? just swap versions again and it should work ?

Would it be possible to add some unique locations to the newly introduced areas to make them more interesting? I tend to often skip over them a bit as they dont offer any benefit over just taking other areas, sadly...
By any chance is there a resource anywhere that shows exactly where all the new regions added by this mod appear? And even more important, something that lists the regions that have different names in the database than they do in the game? (For instance I THINK ihan_gate_1 and ihan_gate_2 are Seojin and Dongdae, but am not sure, and have only the barest of modding knowledge so have no idea where to look for that info in the mod itself.)
It took me like half an hour to locate Chi-An Hold (called chi_an_encampment in the database) for instance, and with over 100 new regions since when I first made the patch two years ago I am overwhelmed!

That sort of stuff is going to happen if two mods try to move the same character. I can put in one more set of checks but the end result is going to be the exact same thing as if you didn't enable the option at all.
